New strategy to strengthen the reintegration of the most vulnerable unemployed
At a pivotal moment for social policy in Greece, citizens who are furthest from the labour market are placed at the center of the overall redesign of the support policies of the Public Employment Service (DYPA).
In this context, DYPA, in collaboration with the Organization for Economic Cooperation and Development (OECD), presented today, Thursday, March 26, at the Athens Chamber of Commerce, the results of the study entitled “Strengthening Individualized Support for Jobseekers Furthest from the Labour Market in Greece”.
During the event, officials from the Hellenic Labour Market Authority and the OECD, as well as representatives of Civil Society organizations, analyzed the main findings and policy proposals, some of which could contribute to the formation of a new framework for serving citizens, strengthening social cohesion through the digital transition.
The presentation highlighted the transition to a more effective and people-centered model of support for the unemployed who are furthest from the labor market. The study records international best practices and proposes innovative interventions, aiming to:
widening access to servicesupgrading their quality andstrengthening employment integration outcomes.
Particular emphasis was placed on:
the utilization of digital technologies and administrative dataas well as the formation of an integrated support framework that addresses the barriers to exclusion from the labor market in a combined manner.
The new strategic approach shifts the focus from standard procedures to smart data use and personalized service, through four key reform paths:
Early identification of the most vulnerable unemployed, through a combination of questionnaires and administrative dataDigital tools for employment counselors, with the development of dashboards for a complete mapping of needs and the planning of personalized actionsStrengthening the social support network, by interconnecting DYPA with Civil Society organizations and local services (health, housing, legal support)Intensive and flexible intervention, by providing support for those most in need.DYPA Governor, Gianna Hormova, stated:
“In recent years, DYPA has been consistently operating a comprehensive reform effort to modernize employment services, aiming for a more effective and humane approach to citizens.
Our collaboration with the OECD strengthens this path and contributes to the further design of policies that meet modern market demands.
By systematically utilizing technology, upgrading our tools and strengthening partnerships with agencies and services, we are shaping a more comprehensive support framework that effectively addresses the obstacles that keep citizens out of work.
We are dynamically continuing our reform path, shaping a more modern, more flexible and more effective DYPA, which effectively responds to the needs of citizens, strengthens their work in the market and contributes to social cohesion and resilience.
OECD Director for Employment, Labour and Social Affairs, Mark Pearson, stated:
“Greece’s Public Employment Service, DYPA, has significantly invested in new digital tools aiming to improve the efficiency and effectiveness of its services to support jobseekers. The OECD report provides DYPA with comprehensive proposals on how to continue its efforts to help better identify clients furthest from the labour market early on and strengthen the support they receive.”
